Forgive me if my question is due to ignorance of some prerequisite philosophies or vocabularies: how could such a setup deal with conflicts where members of different polities encounter one another? If a polity permits its members to commit acts of violence, can such a person be held accountable for committing an act of violence against a member of a different polity, one that does not permit violence?

Perhaps less dramatically, my polity might accept only communal property; who has the jurisdiction to say that I can or cannot use property that your polity deems to be private?
